urSynergy Inc. Publishes USAT1024 v1.0, an Open Taxonomy Standard for Animal Care Interoperability

urSynergy Inc., the infrastructure company building the unified records layer for animal care, today published USAT1024 v1.0 — the Universal Standard Articulated Taxonomy — an open standard for animal care interoperability. The specification is available at no cost, with attribution, at ursynergy.com/standards/usat1024.

USAT1024 establishes a common vocabulary for the concepts that recur across every system an animal passes through in its life — professional credentials, identifiers, conditions, claims, organizations, and the relationships between them. The standard organizes these concepts into seven canonical families, cross-referenced to established international taxonomies including ISCO-08, SOC-2018, SNOMED CT, ESCO, and VeNom. The families cover professional credentials (PC), taxonomic registries (TR), professional facets (PF), licensing contexts (LC), licensing scopes (LS), verification claims (VC), and jurisdictional contexts (JC).

Without a shared vocabulary, records lose meaning at each handoff. A clinic's note is not a shelter's note is not a breeder's intake form. An animal's history fragments across platforms and transitions. USAT1024 publishes a stable reference — maintained as a versioned open standard — so that any record system, any platform, any integrator, and any AI agent operating on behalf of a human can describe the same concept with the same identifier.

The standard treats AI agents as first-class users alongside humans, with the user_type='ai_agent' designation carried through verification and authorization flows. Every action taken by an agent is subject to the same bounded-delegation principle that governs human-delegated work: authorization is the intersection of the instructing authority and the executing permission, recorded in an append-only audit trail.

Animal welfare consequence. An animal's identity and history need to be reliably describable across every platform in their life. A puppy born at a breeder, examined by a veterinarian, registered with a municipality, and adopted by an owner passes through four record systems in the first six months of life. Without a shared taxonomy, each transition risks losing context, mis-mapping a condition, or reducing a specific clinical nuance to a vague category. USAT1024 exists so the animal's continuous biography stays coherent across those transitions — not because the professionals involved were careless, but because the infrastructure finally gives them a shared reference to use.

USAT1024 is maintained as a living specification. Version updates follow a published change process, with backward compatibility preserved for prior versions and a structured migration path for implementers. Community input is welcome through the standard's publication channels.
